INTRODUCTION

Overview

 

This document, prepared in accordance with DID DI-MGMT-80033, establishes the Site Specific Installation Plan to engineer, furnish, install and test (EFI&T) GFE frame relocation project at Eielson AFB, Alaska.

Activities

General Dynamics install the following GFE frames at the Host Switch (SL100) located at 3110 Wabash Avenue, Building 3110, Eielson AFB, Alaska:

The above frame designations for the MCTM, MCLM and MCLME equipment reflect the new designations for this equipment. Currently, this equipment is labelled MCTM 01, MCTM 02, MCLM 00, MCLM 01,and MCLME 03.

Equipment to be Upgraded/

Installed

General Dynamics shall provide all hardware and software necessary to EFI&T the relocation of GFE frames in accordance with the Statement of Work (SOW). A list of equipment to be installed is contained in Attachment A.

Major Milestones Required for the Scheduling of Activities

A top-down major milestone schedule for the EFT&I the GFE frame relocation at Eielson AFB is as follows

Equipment Ship Date: 05 March 2001

Installation Start Date: 20 March 2001

Installation Completion: 05 May 2001.

The proposed Installation schedule is contingent upon Government signing 80% billing form when equipment arrives at Eielson AFB.

General Dynamics recommends a Monday through Friday 0700-1800 work schedule to support scheduled completion date.

 

 

Method of Procedure to be Utilized

A Method of Procedure will be given to the site upon arrival of the installation team. in preparation for this installation, a site survey was conducted on 17 January 2001. A copy of the site survey was submitted to Eielson AFB and approved on 7 February 2001.

General Dynamics will perform all tasks identified in the Eielson AFB SOW dated 09 July 2000. The following is a high level summary of requirements necessary to support this effort.

Facility Equipment to be Changed or Installed for the Upgrade

EQUIPMENT: Information (e.g., scope of work, installation instructions, drawings) regarding the major equipment to be installed is located in the Eielson AFB, Utah is identified in Attachments A.

 

 

Equipment Placement A site layout plan including detailed layouts (placement) of all equipment, racks cabinets and consoles is provided herein as Attachment B and C.

Installation/ Changes Required

The following changes and/or installations will be performed by the Government at Building 3110 (Host):

    1. Switch Room: The Eielson switch room was surveyed by General Dynamics on 1/17/01. The new GFE equipment is to be installed and cabled by General Dynamics as shown in the attached floor plan drawing (Attachment E). The room has a concrete slab floor and the cables will run on a combination of existing and new General Dynamics provided and installed cable rack. The Government must ensure that floor will withstand the weight of the new equipment. The new equipment will be anchored to the floor using seismic expansion shield type anchors.

B. Air-conditioning: The air conditioning should be adjusted to meet the environmental requirements as shown below. The heat dissipation of the equipment can be calculated by adding the BTU/HR figures for each piece of equipment shown above. Note:for some frames, there are multiple cabinets/frames (ex: MCTM 00-01 is a total of 2 cabinets) and the BTU/HR should be figured accordingly (in the MCTM example the figure 5324 should be multiplied by 2). The air vents MUST NOT be positioned so that the air is blowing directly on the equipment frames.

C. Lighting/AC Outlets: The lighting and AC outlets are adequate.

    1. Electrical requirements: General Dynamics is providing a new 4 position fuse panel and 150A fuses to be mounted in the PWR BD that will be used to power the new MCAM2 line-up. Only 2 of the 4 fuse positions will be used at this time.

E. Grounding requirements: The grounding is adequate.

    1. MDF requirements: New Homaco wire-wrap type MDF blocks for the GFE equipment will be provided and installed by General Dynamics.
    2. DSX requirements: General Dynamics is providing 1 new 64 jack, 23" front cross connect DSX panel that will be mounted in the DSX 00 rack.

 

3. ENVIRONMENTAL REQUIREMENTS

A. The MSL-100 equipment must be installed in a computer type environment to ensure maximum equipment reliability and life span. The following standards must be met: The air cleanliness in the MSL-100 switch room should be equal to or better than class 100,000 (i.e., not more than a total of 100,000 particles per cubic feet of a size 0.5 micron or larger).

B. Operating Temperature and Humidity: The recommended ambient temperature range of the MSL-100 is between 10 to 30 degrees Centigrade (50 to 86 degrees Fahrenheit), with extreme limits 5 to 49 degrees Centigrade (41 to 120 degrees Fahrenheit). The recommended operating relative humidity range is between 20% to 50% with extreme limits at 20% to 80%. The maximum rate of temperature cycling should not exceed 1 degree Centigrade per 10 minutes. For maximum battery life, it is recommended that the battery room be kept between 75-77 degrees Fahrenheit at all times. Operation above 80 degrees Fahrenheit will reduce battery life, operation below 65 degrees Fahrenheit will reduce battery efficiency.

C. Equipment physical data: see item 1B above and the floor plan.

4. OTHER REQUIREMENTS

A. Floor loading: The Government must insure the weight does not exceed building floor loading capacity.

B. Floor tolerances: The maximum deviation from the established floor elevation should not exceed one inch. The maximum difference in elevation between low and high should not exceed three quarters of an inch within a twenty foot square.

C. Equipment entrance/unloading area: The Government should provide a route between the unloading area and the switch room where no restrictions will be encountered with less clearance than 36" wide, side to side, and 84" high, floor to obstruction. Turns along the route shall allow sufficient clearance to turn or tilt an object 28"D x 28.5"W x 78"H.

D. Storage: The Government shall provide adequate secure dry storage for all General Dynamics equipment.

E. Physical security requirements: shall be provided by the Government in accordance with local practices.

F. Work location: The Government shall furnish any material and services required to restore the work location to its original condition (including painting, replacing floor tiles, etc.) once the normal installation phase has been completed.

G. Equipment damage: General Dynamics will not be responsible for damage to equipment caused by leakage or other conditions caused by customer's facilities including but not limited to fire sprinklers, overhead pipes, air conditioning systems, air ducts, etcetera. If fire sprinklers are required, General Dynamics recommends the "Dry Charged" type. General Dynamics also recommends drip pans be placed above any equipment where conditions require it.

Identification Of Any Planned Disruptions Incident to the Installation.

Any disruption of service that will occur at Eielson AFB will be coordinated with the Base communications Officer at least 30 days prior to the outage.

Responsibility Check Lists

Prior to any installation or removal activity, each task will be identified, agreed upon, and assigned to the Government or General Dynamics for completion. This SSIP contains check lists in the paragraphs entitled "Responsibility for Each Task Required at Eielson AFB" to facilitate tracking the accomplishment of all items.

INSTALLATION SUPPORT REQUIREMENTS DOCUMENT

 

1.0 Introduction

The following is an Installation Support Requirements Document (ISRD) required for the EFI& T of GFE frame relocation at the Host digital phone switching system located at Eielson AFB Alaska. This ISRD details a set of support items or services that may be required of the Government during an upgrade/installation.

1.1 Assumptions

This ISRD covers the upgrade/installation. Deinstallation of the system from the original site was not considered. Deinstallation would potentially require the Government to be responsible for additional support tasks at the original site such as decommissioning, inventory, transportation, etc. (as applicable).

Post installation tasks such as input of service orders and system operation tasks are also not addressed in this document.

2.0 Government Site Upgrade/installation support tasks.

2.1 Database Requirements: Not applicable

2.2 Demarcation Locations: See FFP Delivery Order Proposal WIDTS-99-P-0080

2.3 Seismic Zone Requirements

General Dynamics will design the system to meet the site specific SOW seismic zone requirements. The Government shall be responsible for all existing equipment unless stated in the SOW (as applicable).

2.4 Floor Loading

The Government shall, if required, provide additional floor bracing to support the equipment and infrastructure loading. Refer to the General Dynamics Office Drawing for equipment weights, dimensions, and equipment layouts (as applicable).

2.5 Floor Elevation

The Government shall ensure the maximum deviation from the established floor elevation should not exceed 3/4". The maximum difference in elevation between high and low points in any given 20' square should not exceed 3/4" (as applicable).

2.6 Ceiling Height

The Government shall ensure the minimum Switch Room heights as follows: (as applicable.)

Minimum of 8'-6" where the MDF is 7' high.

Minimum of 9'-6" where the MDF is 8' high.

Minimum of 10'-6" where the MDF is 9' high.

2.7 Clearance Height

The Government shall ensure that a clearance from the finished floor and the underside of the lowest obstruction, such as vent ducts, beams, false ceilings, water sprinklers, etc., will be a minimum of 8'-0" for all areas associated with the Meridian SL-100 switch (as applicable).

2.8 Power Distribution System

General Dynamics will provide to the Government the quantity and size of breakers required; the Government shall:

2.8.1 Locate and define AC power feeder services to the Switch Room including information such as number of phases, capacity (KVA), frequency and amplitude.

2.8.2 Locate and define the Technical Power Panel (TPP):

• Number of Breakers

• Size of Breakers

• Number of Poles/Breaker

• Space available in TPP for additional breakers

    1. AC Power Requirements :

Government shall run, secure, & terminate commercial AC from TPP to any and all General Dynamics or GFE provided rectifiers(To include all wiring and conduit.)

 

2.10 DC Power Requirements : See Site Survey Report (Attachment B).

 

2.11 Storage/Staging Area

The Government shall provide a secure and dry storage/staging facility for all installation related materials adjacent to or as close by the switch area as is practical.

2.12 Transportation Support

The Government shall provide transportation support for the equipment that is stored in a location other than the switch facility. A 24 hour notice will be given by the GTE Site Supervisor regarding the transfer of equipment. A truck with a lift gate, a forklift, and a dolly are recommended for delivering the materials to the installation site. The Government shall be responsible for delivering switch materials from the storage area to a pre-established point within the switching facility.

2.13 Equipment Access

The Government shall ensure entry to the facility of all equipment.

The Government shall indicate the availability of loading docks and equipment elevators.

The Government shall ensure that there is a route between the unloading area and the Switch Room where no restrictions will be encountered with less clearance than 30" wide (side to side) and 84" high (floor to obstructions).

2.14 Maintenance and Administration Position (MAP) (GFE)

2.15 Environmental Air Cleanliness : See Site Survey Report (Attachment B).

2.16 Temperature

The Government shall ensure that the required ambient temperature range of the switching area is between 10 and 30 degrees centigrade (50 to 86 degrees Fahrenheit), with extreme limits set at 5 to 49 degrees Centigrade (41 to 120 degrees Fahrenheit). The maximum rate of temperature cycling should not exceed one degree Centigrade per minute. Extreme temperature and relative humidity conditions are based on a maximum duration of up to 72 continuous hours and up to 15 days per year. The battery manufacturer recommends that the battery temperature be maintained at 77 degrees Fahrenheit for maximum battery life efficiency. The required operating relative humidity range is between 20 and 50 percent with extreme limits set at 20 to 80 percent.

2.17 Thermal Dissipation

The Government shall provide sufficient cooling for all site equipment.

2.19 OSP Requirements

The Government shall be responsible for all aspects of the outside plant installation.

    1. MDF : See Site Survey Report (Attachment B).

    3. Battery Room Requirements : See Site Survey Report (Attachment B)
    4. Generator Requirements: See Site Survey Report (Attachment B)

2.25 Cable Rack Support (See Engineering Documentation Package Summary.)

2.26 Site Utilities

The Government shall provide all site utilities (water, sewage, etc.).

2.27 Lighting

The Government shall ensure that adequate room lighting will be provided in all rooms associated with the Meridian SL-100 Switch. The lighting plan should be arranged in such a manner that the illumination is directed toward the switch aisles. Additional lighting should be provided at the front and rear of interface frames and the Main Distribution Frame (MDF) to facilitate detailed installation tasks. Aisle lighting will be 50' candles at 30" above the floor.

2.28 Fire Detection/Protection Equipment

The Government shall provide and install any required fire detection and/or protection equipment that may be required according to the governing codes, including OSHA directives.

The Government shall provide a fire protection system.

2.29 Safety/Intrusion Alarms

The Government shall provide a site alarm system per the Government’s requirements, such as smoke, water, and intrusion. General Dynamics will, where possible, connect General Dynamics furnished equipment alarms to this system if required by the site SOW.

2.30 Building Code Violations

The Government shall be responsible for correcting all governing building/OSHA code violations (i.e., asbestos, lead paint, etc.).

2.31 Ventilation

The Government shall ensure that the allocated space for the Meridian SL-100 and all associated equipment are provided a positive ventilation.

2.32 Site Renovation/Restoration

The Government shall renovate the site facility as needed prior to installation per the General Dynamics Office drawings.

The Government shall furnish General Dynamics a site specification sheet (interior/exterior building styles). General Dynamics will furnish any materials and/or services required to restore any damages to the work location back to its original condition (including painting, replacing floor tiles, etc.) in accordance with Government specifications.

2.36 Parking

The Government shall make adequate parking space available for the installation team within a reasonable distance from the switch site.

2.37 Personnel Access

The Government shall provide to site survey and installation personnel escorted or unescorted security clearances required for access during normal business hours to all areas associated with the installation. If required, General Dynamics will request access outside normal business hours.

2.40 Testing and QA/QC Inspections

The Government shall witness and authenticate all testing, QA/QC inspections, and audits.

2.41 Planned System Outages

The Government shall notify General Dynamics as soon as possible of any planned outages.
